Victor Bulmer-Thomas CMG OBE is a British academic who has specialised in Latin America and the Caribbean. Born in London, his first experience of the Americas was as a V.S.O. in Belize (/7), where he taught several of the future leaders of the country. He studied at New College, Oxford University for his undergraduate degree, where he obtained a first. In he graduated with a PhD from St Antony's College, Oxford, with an original dissertation on Costa Rica where he pioneered the concept of constructing databases from primary sources and applying them to Latin American economic history. While at university, he became involved in left-wing student politics.

Nancy Pelosi is the first woman in American history to lead a political party in Congress. She has served the U.S. House of Representatives since , when voters in San Francisco chose her to represent them in Washington. In her fellow Democratic Party lawmakers voted to make her House minority leader. She is the first woman ever to hold such a post. Republicans sometimes call Pelosi a &#x;latte liberal&#x; for her politically progressive views on the environment, women&#x;s reproductive rights, labor unions, and other issues. Victor Bulmer-Thomas is an associate fellow in the Americas programme, honorary professor at the Institute of the Americas, University College London, and an emeritus professor of economics at London University.
From to he was the director of Chatham House and from to he was the director of the Institute of Latin American Studies at London University. He edited the Journal of Latin American Studies from to and has authored or edited more than 20 books on Latin America and the Caribbean including, The Economic History of Latin America since Independence (Third Edition, ) and The Economic History of the Caribbean since the Napoleonic Wars ().
He is a non-executive director of the New India Investment Trust and the JP Morgan Brazil Investment Trust. He has received honours from the governments of Brazil, Colombia and the United Kingdom.
